MTIBU paid almost UAH 92 million to road accident victims: analysis and trends

In February 2025, the Motor (Transport) Insurance Bureau of Ukraine (MTSBU) made a significant number of scheduled payments from the Victims' Protection Fund, totaling UAH 91.9 million. This was reported by the bureau's press service, emphasizing a significant increase in both the number of payments (+142.5%) and their total amount (+160.8%) compared to February 2024.

The bulk of scheduled payments in February 2025 are payments under the obligations of insurance companies that lost their membership in MTIBU due to various reasons, such as liquidation, bankruptcy, or non-compliance with the requirements of the regulator.

New legislative initiatives, in particular Law No. 3720-IX, have significantly contributed to this process, providing MTIBU with the opportunity to directly compensate for losses to victims of road accidents with the participation of insurance companies that have lost their membership in the Bureau. Previously, such payments could be made only after the official bankruptcy of the insurer by court decision.

In February 2025, MTIBU made 954 payments in the amount of UAH 44.99 million in this category. Compared to January of the same year, when 765 payments were made in the amount of UAH 33.3 million, there is a certain increase in the activity of the bureau in this direction.

It is worth noting separately that 12.2% of the total amount of payments to the Victims' Protection Fund in February 2025 fell on compensation for drivers of preferential categories. These include persons with disabilities of group I, participants in hostilities, as well as drivers transporting persons with disabilities who require special transport services.

In total, in February 2025, MTIBU made 144 payments in the amount of UAH 11.2 million for compensation to drivers of preferential categories. This indicates a constant growth in the volume of individual payments in this area.

Despite the dynamic development of payments for road accidents, MTIBU confirms that the regulatory payments in cases where damage was caused by unidentified vehicles remain minimal, providing compensation only for injuries to life and health. In these cases, in February 2025, the bureau made 8 payments in the amount of UAH 0.54 million.

It is also important to note that in February 2025, MTIBU returned UAH 2.4 million in guarantee contributions to insurers, which confirms the stability of the bureau's financial operations in fulfilling its duties.
