Development of construction in Ukraine: how e-Housing contributed to 23.8% growth in 9 months of 2024

The affordable housing program "e-Housing" has become a powerful engine for the development of the construction industry in Ukraine. In 2024, every fifth developer joined this initiative, which ensured an increase in construction volumes by 23.8% in the first nine months of the year.

The key role of "e-Housing" in the economy

According to the Ministry of Economy, the "e-Housing" program is one of the leading government initiatives that not only stimulates the construction market, but also supports Ukrainian manufacturers of building materials. Deputy Minister of Economy Andriy Telyupa noted that "e-Housing" ranks second among the "Made in Ukraine" programs in terms of contribution to GDP growth. In addition, it contributes to de-shadowing of the market and increases demand for construction work.

Growth in tax revenues

The intensive development of construction has led to an increase in tax revenues from developers. In the first half of 2024, they increased by 2.2 times compared to the same period in 2023. This emphasizes the economic efficiency of the program and its positive impact on the state budget.

### New facilities and loans for families

In 2024, within the framework of "eOsela", partner banks accredited 160 new facilities at the construction stage from 75 developers. In total, 95 developers joined the program, offering property rights to apartments in 209 buildings. Thanks to this initiative, more than 14.8 thousand families have already received preferential loans, and the total amount of loans issued exceeded 24 billion hryvnias.

Recapitalization of Ukrfinzhytlo

On December 30, the government decided to recapitalize Ukrfinzhytlo by UAH 20 billion through the issuance of domestic government bonds (OVDP). This step will allow attracting additional funds for issuing new tranches to partner banks, providing a resource for lending to Ukrainians.

Convenience for developers

The accreditation procedure for developers has become more convenient thanks to the introduction of a single questionnaire for developers. This simplifies the process of interaction with partner banks of the program and helps attract new participants to e-Housing.

The e-Housing program demonstrates not only economic efficiency, but also the importance of supporting the population in purchasing affordable housing. Its successful implementation contributes to the stable development of the construction market and strengthens the economy of Ukraine.
