The growth of the number of lawyers in Ukraine: new data on the state of the profession during the war

As of the end of August 2024, there are 53,361 active lawyers in Ukraine. Since the start of the full-scale invasion of the country, the number of new lawyers has increased by 4,370. This data is provided by the Opendatabot service, underscoring the importance of the legal profession in conditions of war.

In 2020, 5,124 new lawyers were registered, while in 2024 this figure was 1,708. Despite the increase in the total number of lawyers, since the beginning of the war, 1,773 professionals have temporarily suspended their activities, and 8 people have completely stopped working in this field.

It is interesting that there are more men among lawyers in Ukraine, who make up 60% of the total number, while women make up 40%. These data indicate a certain imbalance in the profession, although recently there has been a gradual increase in the number of female lawyers.

The largest number of new attorney licenses since the beginning of the war were issued in the following regions: Zakarpattia (+15%), Vinnytsia (+14.6%), Odesa (+14.6%) and Rivne (+13.8%). At the same time, it should be noted that the place of issuance of the license does not always correspond to the actual place of work of the lawyer, which can complicate the analysis of regional trends.

The largest number of lawyers is registered in the Kyiv region — 9,127 lawyers (17% of the total number). Kyiv ranks second with 5,682 lawyers (10.6%), followed by Dnipropetrovsk region with 4,016 lawyers (7.5%), Odesa region with 3,992 lawyers (7.5%) and Donetsk region with 3,932 lawyers ( 7.4%).

However, despite the growth of the total number of lawyers, the Opendatabot service notes that the number of new registrations is decreasing every year. This trend may indicate the challenges faced by the legal community in the context of war, as well as the need for the profession to adapt to new realities.
