Ukrhydroenergo defends the Dniprovska HPP: a contract for almost 200 million hryvnias

On July 29, PrJSC "Ukrhydroenergo" signed an agreement with PrJSC "Ukrhydroproekt" to carry out design works for the purpose of protecting the Dnipro hydroelectric plant. The total amount of the contract amounted to 197.9 million hryvnias, which became one of the largest projects of this year for the company. The relevant information was made public in the electronic procurement system "Prozorro" and distributed by the publication "Our Money".

The project works stipulated by the agreement should be completed by the end of 2025. Their goal is to design a special structure that will protect the HPP-2 building, which is part of the Dnipro HPP. Such an initiative became necessary after a series of attacks on critical infrastructure facilities in Ukraine carried out by the Russian military.

Project works were procured without open tenders. The official justification for this decision is listed as "Ukrainian War of Liberation". At the same time, the text of the contract itself has not been made public, which raises additional questions about the transparency of this process.

We will remind that on March 22, the Russian occupying army launched a large-scale attack on the Dniprovska HPP, which is the largest hydroelectric plant in Ukraine. As a result of the shelling, eight rockets were hit in the buildings of HPP-1 and HPP-2, which caused significant damage to the critically important facility.

PrJSC "Ukrhydroproekt", headed by Vadym Kraynyk, is the contractor that received this significant contract. According to the publication "Our Money", the owner of the company is Sarkis Simovyan, who is known for his connection with the scandal surrounding the "Grant" bank in 2016, when 172 million hryvnias were illegally withdrawn from clients' accounts.

It should be noted that according to information from the YouControl system, "Ukrhydroproekt" belongs to the Simovyan family, which owns numerous companies, mostly related to real estate and security. Over the past few years, this company has received state contracts totaling over 2 billion hryvnias, most of which was allocated to Ukrhydroenergo.

This summer, Ukrhydroenergo also ordered the installation of anti-drone protection for other hydroelectric power plants in the amount of 688.16 million hryvnias. These contracts, as well as the agreement with Ukrhydroproekt, were concluded without holding tenders, and the details of the estimates remain unpublished.
