In Ukraine, the number of debts for communal services is growing rapidly, more than 700 thousand proceedings have already been recorded. According to data from the Unified Register of Debtors, as of the end of July 2024, 701,000 cases related to the collection of debts for housing and communal services (ZhKP) were registered in Ukraine. This is 37% more than in February 2022, when there were 512,359 proceedings for non-payment of utility services in the registry, according to Opendatabot.
As stated, at the end of last year, the number of debts in the register was 659,684. In six months, this figure increased by 6.3%, reaching 701,051 proceedings. A significant increase in debt has occurred since the beginning of the full-scale invasion, which indicates the worsening economic problems in the country.
The largest number of debtors is concentrated in the Dnipropetrovsk region, where the number of proceedings exceeds 100,000, which is 14.3% of the total number. The second place is occupied by the Kharkiv and Donetsk regions with 94.8 thousand and 79.7 thousand debts, respectively.
The main part of debts is related to non-payment for heating, which is 36.9% of the total number of debts, or 258.8 thousand proceedings. In second place are debts for water supply with a share of 18.6% or 130.2 thousand proceedings. Debts for electricity occupy the third position with 67.9 thousand cases or 9.7%.
There is also a significant arrears for housing services, amounting to 67.1 thousand proceedings or 9.6% of the total number. Debts for gas supply amount to 59.7 thousand or 8.5%, and debts for waste removal - 7.6 thousand or 1.1%. At the same time, in 15.6% of cases, it was not possible to accurately determine the services for which there are debts, which amounts to about 109 thousand proceedings.
These data emphasize the seriousness of the situation with communal debts in Ukraine and the need to take measures to reduce them and improve the financial stability of the population.
