This was stated by the Air Force Command of the Ukrainian Armed Forces.

"Six missiles were fired by the Russian occupants on Lviv today. They hit a fuel storage base and the territory of an armoured plant. However, it is clear why Lviv was targeted by Putin. It is an eloquent slap in the face to the US President, who at the time was some 10 minutes away from the occupier's missiles in the attacked Lviv".
